They're talking about Beethoven's Wal­dstein Sonata, which is in C Major, so that's the “primary tonic” key (according to the tonic solfa – solmizační – system). As you can see from the score, in bar 2 we see F sharp and in bar 5 – B flat, neither of which belong to the key of C Major. So these “alien” notes, introduced as early as bars 2 and 5, want (or “threaten”) to take the melody into another key, so in that sense these alien notes represent an “early threat” (? hrozba, zásah, zákrok) to the (primary tonic) key of C major. This threat is unsettling, it “causes unrest” because the key of C major is only just establishing itself as the primary tonic, but as soon as the second bar, the music wants to go somewhere else, into another key.
