Myšleno je to v kontextu, kdy se někomu představuji a předchází tomu věta: Traveling is definitely one of my favorite hobbies. Může po tomto tedy následovat: Dubai was the last destination which I had visited.

Tak v tomto případě máte present-time point of reference (traveling is), tedy Dubai is/was the last place/destination (that/which) I had visited. (Present tense, or simple past, not past perfect.)
