Yes, you're right, it should be undergird. I listened to the speech, and Biden does, apparently, say undergrid. It's one of several pronunciation mistakes he makes in the speech. The official White House transcript reproduces the mistake (because that's what Biden says, but the transcript immediately corrects the word to undergird, which is what Biden should have said.
But Marcy’s letter said — and this is why I want — why I bring it up. She said, and I quote, “[The Great Lakes] undergrid [undergird] life, work, and recreation for millions of people…” (whitehouse.gov)
Even so, „undergird“ is pretty unusual, and it's used more in AmE than BrE.
