The German attitude to the European Union

Germany was one of the six founding members of the European Economic Community and plays a vital role in today’s European Union. It is the most populous member country, the largest contributor to the EU’s budget and it has the best apportionment of MEP seats. The decisions concerning the EU are taken exclusively by the parliament (no referendum has been held). During the Presidency of the Council of the EU in 2007, one of its priorities was redefinition of the Treaty establishing a Constitution for Europe in the form of the Treaty of Lisbon, which has been in force since 2009.

I would leave out the article in this sentence: The decisions concerning the EU are taken exclusively by the parliament (no referendum has been held). Also the word „taken“ isn't the best choice – I would suggest „made“.

In this sentence – it has the best apportionment of MEP seats – do you really mean „best“?

„holds the largest proportion“ would be fine.
